Abstract

Regional government leadership plays a strategic role in achieving effective public administration, particularly in directing bureaucracy, strengthening coordination, making decisions, and ensuring that public policies are implemented in accordance with governmental objectives. This study aims to analyze regional government leadership in achieving the effectiveness of public administration in Seruyan Regency, with a focus on the implementation of regional government during the 2018–2024 period. This study employs a qualitative approach with a descriptive research design. Data were collected through in-depth interviews, observation, and documentation. Informants were selected purposively based on their knowledge, experience, and involvement in regional government administration. Data were analyzed through data condensation, data display, and conclusion drawing and verification. Data validity was ensured through source, technique, and time triangulation. The findings indicate that regional government leadership plays an important role in improving the effectiveness of public administration through strengthened coordination, communication, decision-making, supervision, and the development of civil servant performance. The effectiveness of public administration is also influenced by the capacity of human resources, organizational culture, bureaucratic structure, availability of resources, and the social and geographical conditions of the region. Leadership that is able to integrate the government’s vision with bureaucratic administrative capacity can contribute to more effective, accountable, responsive, and community-oriented governance. This study implies that strengthening regional government leadership should focus on improving bureaucratic capacity, enhancing coordination among regional government agencies, strengthening supervision and accountability, and promoting innovation in public administration.
